I'm selling US stamps and postal covers. These are low-dollar sales weighing under 3 oz for which I've been offering the eBay envelope shipping option. Recently I created 2 ads for used Canadian stamps. Evidently something about "Canada" or "Canadian" in the language of the ad triggered an algorithm that caused the eBay envelope shipping option to disappear.
So I contacted eBay, and someone or something in chat basically tells me yeah, you're right, "sorry". The result is that instead of the 87 cent shipping option the least-expensive shipping option now starts at $1.10. Really? eBay can't do any better than that? Does anyone know a work-around?

@sixtyninesteps The country the stamp is from has no bearing on the shipping price. The agent is confused.
ONLY the shipping weight and item price of under $20 are what make a stamp eligible for the eBay Standard Envelope.
Prices are .67, .97, or $1.25.
Did you use sell one like this from another sellers listing? Or did you start the listing from scratch?

I thought I started the ad from scratch. I haven't tried deleting & re-writing it yet because I still don't really understand what I'm doing to cause the desired shipping option not to display.
