I have a seller who appears to have a address on a Armed Forces base. Apparently eBay’s shipping labels will not work for that. What is the work around for shipping to the seller?

You can ship to an APO - the address is probably not formatted correctly.
CORRECT
SGT. JOHN SMITH
UNIT 2340 BOX 132
APO AE 09350
APO = city AE = state (It might be AA or AP.)
INCORRECT
SGT. SMITH
23RD BATTALION
UNIT 2340, BOX 132
APO AE 09350
BAGHDAD IRAQ
You will need to add a customs declaration, which you can get at your PO. Get a handful of the forms, so you have them when you need them.

Instead of a direct addres in a foriegn city and country, for the safety of the military/diplomtic) person, their address is a military or diplomatic run post office in a city in the USA, either AE = New York, NY, AA = Miami, FL or AP = San Francisco, CA. The State in the eBay address is either APO (Army/AirForce), NPO (Navy,/Coast Guard)) or DPO (Diplomatic)
The AE, AA or AP is put in the City space and the military/diplomatic service, APO, NPO or DPO is put in the State space of the eBay address.

The buyer may have put parts of the address on the wrong lines. You are allowed to make minor corrections to the address formatting. Otherwise, you could contact the buyer to ask if they made a mistake. The simplest is to cancel for "problem with address" and then have the buyer repurchase with the correctly formatted APO address. If the address is AE, that magazine may not be allowed into a muslim country.
