Advise the buyer that this is not true tracking. The tracking number is scanned as delivered by the sorting equipment at the closest sorting center with this equipment. It can then take another few days to actually be delivered. This type of tracking can not be scanned by the postal carrier.
Per eBay MBG if the tracking shows delivery then your job is done. If the buyer files an INR case respond to the case with the tracking that shows delivery and you win.
If the tracking didn't show delivery then you could file an insurance claim.
