Sending invoice

I had a listing that offered free shipping.  I received an offer of 40.00 + shipping.  I accepted the offer.  Before I had a chance to send an invoice for the 40.00 + the shipping charge the buyer paid for it but it was only for 40.00 no shipping charge.  I tried to send an invoice then through Seller Hub and My Ebay but there is not a send invoice in the action drop down.  What is wrong

An offer is for the item price only the shipping cost is what ever is shown in the listing,in this case it was free shipping.
