A buyer messaged me their phone number asking me to message them a picture of the item that i accepted their bid on is this normal?

It is the start of a scam. Politely tell the buyer all communication must be kept on eBay.

The buyer already has a picture on the listing. As said by @wooden_flower , it is a scam. eMails and text messages are red flags for scams.
