Is selling a free samples
you can get at a store counter an approved selling practice by ebay (without listing it as sample size)?

I can't think of any policy that prohibits selling sample items. If it is an item that expires, the package does need to have an expiration date.
Any description should include size of the product, although I guess it isn't mandatory. I would never buy an item that didn't state size, since you have no idea what you are buying.

Is that the main question, something that doesn't specify the size? Whether it's a sample or the giant economy size, I'm not buying something that omits that basic detail. Neither should you. Sometimes it's possible to zoom on the picture and read the volume printed on the label.
