Seller won’t respond to emails

Can anyone suggest how to contact a seller other than email? I’ve sent four emails to a seller with no response. I want to know if they will combine shipping. They responded to my best offers on three items, but not the fourth one. Not sure if they are just ignoring the emails or don’t know how to use eBay. They only have 22 sales.

The only way to contact the seller is to use the CONTACT SELLER in your Purchase history.  If the seller is not responding to your emails asking about combined shipping, I would take that as a NO.  You are already getting a discount on 3 items, so I am guessing they don't want to discount any further.  Pay the seller.
