Seller offering item but says he can’t do secundnchance

A foreign country had an item for sale. I didn’t win it.  He says he still has item since buyer didn’t pay.  He is offering item for less to me but says eBay is telling him he has exceeded his monthly limit.  
when I check in feedback, it shows he has sold nothing on eBay. Ever.  And has 75 feedback as buyer. 

please advise.

If your international seller only has feedback as a buyer, he probably has a low LISTING limit, and has reached it.  Doesn't matter if he sells anything or not.  It is a LISTING limit.  If the item is not eligible for a Second Chance Offer, then you will have to wait until August 1 when his listing limit starts again at the new month.
