Seller not responding

I ordered an item but after the week of the seller not sending I messaged them and still no answer. I tried to cancel the order but it was also rejected after another week. What can I do?

eBay has a 30-day Money Back Guarantee for Buyer Purchase Protection. In the Order Details for this transaction should be the estimated delivery date. Once it is one day past that date and you have still not received your package, you can go to your Purchase History and open an Item Not Received refund request. The Seller is required to respond with either a valid tracking number showing it's about to be delivered or a full refund. If they do not respond after three business days, you can go back to the request and ask eBay to step in and force the refund.

Do not let the Seller string you along.
