I recently bought an item,the seller was unable to follow through with shipping within a reasonable time frame and offered to refund my shipping once I received the item if I was willing to wait until after the holidays and agreed to complete the purchase. I agreed,now they are refusing to issue me a refund for the shipping fee and claiming they had to pay "extra" out of pocket costs. Ebay customer service is not giving me any solutions,what can I do to dispute this or elevate the issue past customer service chat?
