Seller never sent Item

I've been trying to get help from ebay on an item that I purchased, but the seller never shipped.  Supposedly there is an option for "Never received item" under the More Actions menu of the Order Details page.  But it isn't there.  the only options I have are "Leave Feedback", "Buy Similar", and "Sell one like this".  I have contacted the seller twice and have heard nothing at all, no response.

Through the ebay customer service/contact us page, there is an option to "Get help with an item that hasn't arrived", but when I go through there, I only get an error page that says "Oops, we had a technical hiccup", and asks my to try again later or try the "contact us" link.  The contact us link takes me back where I started so it is just a circular loop.

Where else do I go for help?

Are you using a desktop browser?

Try using the eBay app, if possible to start the "item not received" case -- I seem to be able to get farther along in the process using the app than when using a desktop browser. Using a recent order, I get to a "Your item may still be on its way" messages rather than the "Technical hiccup" message I get using a desktop browser.
