Hi, I purchased a long time ago an item that, due to local customs stupidity, was returned to the seller (but after a long time, after the allowable period to open a case). The seller promised at that time (two month ago), to refund the amount, but it was never done and it is not answering my emails anymore.
I can´t open a case because it is old, and I do not fiinda any way to solve it with ebay.

You have 180 days buyer protection thru PayPal. Open a case of item not received in PayPal's Resolution center.
If it is not 30 days past the latest estimated delivery date open a Case in eBay's Resolution Center. Go here and open a case:

If it is past 30 days then open a case in PayPal's Resolution Center where you have 180 days PayPal Buyer protection.
To get a refund thru PayPal:
Log in to your PayPal account and click on 'Resolve a problem in our Resolution Center'.
File a case. If eBay removed the listing or the seller, Tell PayPal that eBay removed the listing and/ or the seller, so you can't file a dispute with eBay.
Escalate the dispute after 7 days. If you wait too long to escalate it, the dispute will time out 20 days after you filed it.www.paypal.com/hr/help.
