Hello,
I just won an auction for an item and the seller, who is 2 hours from were I live is insisting on meeting in person to complete the transaction. I told them I would prefer to have it shipped per the listing. This seller has zero ratings looks like is reselling the new RTX 5080 video cards. the pictures look legit from the posting but find it very strange he wants to complete this in person. Should I just cancel the order and have ebay cancel the CC transaction?

If you purchase an item with shipping then seller is obligated to ship it unless he wants to come to you and you're ok with it. Make sure though you only pay through the ebay checkout preferably with a credit card.
If you do not receive the item by the estimated delivery date open a case for non-delivery.

Thanks for the quick response, Yes I paid through ebay checkout via paypal. the other odd thing is he told me he would just refund me back what I paid and I could just pay them directly in person which I found very concerning since the item is around $2000. I told him that wasnt going to happen so I am going to see if he or she in fact ships it but I have a feeling I will be looking to get a refund.

I would report that message since the seller is trying to avoid eBay fees and take the sale off eBay, which hurts you too because you lose your buyer protections if you do that. In the top right corner of that message, click the three dots and select Report This Message.

You'll have no ebay protection if you do what he wants and breaking ebay policies. Also do not request a refund unless you want to let him off the hook of paying fees, just wait to see if he ships it or cancels for his own reasons, which he will be penalized for.

It sounds like the buyer is afraid of losing both their item and money … in case the item is listed or stolen in transit.
It’s a legitimate concern for a new seller with an expensive item to sell … but he should have listed the item for Local Pickup Only and requested cash only on pickup.
It’s may be best to accept the refund and start again with a more experienced seller. eBay has to legal way to force the seller to ship the item. I’m very sorry.
