I purchase a computer that I returned to the seller. The seller stated that it was "damaged" in the return shipment. I asked for proof. The seller never provided proof but only refunded half the cost of the computer. ($139). After many attempts, they said they would give me a $139 credit toward another computer. However, when I told them I found another computer, they said they would only give me a $10 discount on the next computer. eBay does not help. eBay is stating that the case is closed. I never closed that case - it was closed by -- someone. What are my options at this point?

Once a refund is made the case is closed and it cannot be reopened. Sellers who meet certain qualifications can deduct up to 50% of a refund if they choose. The seller can either offer free returns or be a Top Rated Seller to meet the qualification. eBay has no say if the seller chooses to do this.

I was told that a 50% refund would be kept with this return. (without any proof of their claim) However, I was also told that I can use the difference (50% - in this case; $139) towards the purchase of a new computer. When I let the seller know that I found a computer that I wanted to purchase, I was told that the balance would not apply to the new computer. I was told that I'm only be allowed a 5-10% deduction on the new (refurbished) computer. I was also told by the seller, that eBay would help with getting this resolved. What I found is that eBay is just like the seller.
