Sellers are not required to use tracking or to share the tracking number with the buyer as tracking is only for the protection of he seller. Buyers have the eBay Money Back Guaranty.
Check your purchase history for the last estimated delivery date for the item. Once this date passes by one full day (and not more than 30 days) you can open a case for an "Item not received". The seller has three days to prove with tracking that the item was either delivered or is still in transit. If they cannot do this then you go back to the case and "Ask eBay to step in". eBay will then force a refund.
