Seller cheat me

I paid $175 to the seller at the time of purchase, but the value of the parcel was declared by the seller to be $70.  When the parcel was stuck in the customs. And customs asked me for the bill of purchase, I gave the bill which was $175. So the customs of my country fined me for this. I had to pay the fine because of the seller.  This is how I was cheated. And I paid the seller through credit card. Now the seller is asking me for my PayPal account number.  I don't have a PayPal account I don't even know how to use a PayPal account.  Please take appropriate action in this matter. The video was made while opening the parcel sent by the seller. It is not mobile as described by the seller. The Chinese seller is cheating people. Now my time and money is behind this whole process.  Both will be wasted.  Chinese sellers are deceiving people by giving misleading advertisement by writing wrong discription under the item. In the mobile I got, the display no combo of the mobile comes out.  And it has battery problem pan.  I know that I will not get the money to return it. I will file a complaint in US court or international consumer court for this matter.

Maybe the seller wants to send some money and needs a Paypal account.

You can request a return for an item that doesn’t match the listing.

From the wrong item, you have to make pictures - at least one - and upload them. 

The seller has to accept the return and provide a return label. Or send shipping money, before you return with tracking. (That's why you need a Paypal account.)

The seller has to provide a clear return address.

Ask eBay to step in, if the seller doesn't cooperate. You can do that 3 full business days later.
