The seller made a mistake and forgot to make it “local pickup only.” In the listing, it had shipping options available nor did he have anything about local pickup only in his description. After I finalized the payment he contacted me to take my money back, but refuses to refund or cancel my order.
How can I open up a support ticket? He clearly stated he will not send the item to me nor cancel the order so I’m hoping to find a faster resolution than waiting a week until I can file a claim

@bobbydigitaldigital I am sorry that happened you can ask the seller to cancel as buyer requested. Then they can issue a refund now.
Unfortunately eBay can not force a seller to refund you sooner than after the last estimated delivery date.
Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late. You have 30 days from the last estimated delivery date to file a refund request on eBay.
