Seller--Setting up payments for shipping labels

Hello. 

My shipping labels had been deducted from my sales now that ebay is managing payments.

However, I recently noticed that they are being charged to paypal again--can anyone help me change that?  I have searched for  a way to set up shipping label payments, but I cannot find it!

Next label you create, scroll to the bottom of the page - there is a section 'how to pay'. Change it to  'pending payouts'.
