They do not intend to complete the sale.
Seller lists items as auctions starting at $0.01 with no reserve, then cancels before auction ends. They apparently do this to promote items that they have multiple listings of. They are doing this with all the items they have listed as auctions -- even though they are getting pretty high bids on some items.
When you look at reason for canceled bids, you get "item is no longer available" -- even though seller has other Buy Now listings of the exact same thing. They are obviously doing a huge number of FAKE AUCTIONS as self promotions at everyone else's expense. And of course are also avoiding neg FB -- unless you pay their much higher buy now prices to get something.
I've tried several times now for over a week to report this seller via https://www.ebay.com/help/action?topicId=4850 but report form just keeps looping back to "! We ran into a problem. Please try again later."
I was keeping this community updated about this in another thread, but that thread was closed by someone after a long reply detailing related seller rules.

Usually use FF browser, so just tried to report with Opera with completely fresh cookies.
Tried via https://www.ebay.com/help/action?topicId=4850 but report form just keeps looping back to "! We ran into a problem. Please try again later."
