Do I have to wait until unpaid claim completely closes and final fees are returned to me to offer a second chance offer to next bidder on the item?

Yes, you must wait until the Unpaid Item Dispute has been closed to make the Second Chance offer or else you could technically end up with 2 buyers for the same item.
