I tried to cancel an order because the buyer never submitted payment.

Once I try to cancel order, I tried to follow the directions of "Second Chance Listing" but the instructions do not follow my Seller Hub Page.

How to make a Second Chance Offer

It’s easy to make a Second Chance Offer. Here’s how:

1. Find your listing in either My eBay Selling Activity or Seller Hub.
2. Select Second Chance Offer from More actions and then Continue.
3. Select the quantity of items you have to sell, the duration of the offer, and the bidders you want to send offers to. Then select Continue.

Where is step #2? I cannot find the option to do a Second Chance offer. Can someone help me locate this.

Your item only had one bidder so there is no one to send an offer to.
