Yes, it's an old scam.

You don't pay for vehicles with gift cards and it has nothing to do with Ebay.

Yes that is a scam.  No that is not "on ebay motors",  it is the scammer sending you an "invoice" or instructions or whatever PRETENDING to be eBay Motors.

Sellers don't  give eBay  the buyer's name.

eBay doesn't handle payments on vehicles. They don't tell anyone to pay for a vehicle with gift cards. 

There is no inspection period. Vehicles purchased on eBay can't  be returned.

Someone is using a fraudulent ad to steal gift cards.

Report the ad on the site you found it and forward the email to spoof@ebay.com.

Don't  pay for a car you haven't inspected or  taken for a test drive.
