I bought a sport card for 2000.00 from this seller. Their feedback has all negatives. They had the same problem.  eBay has failed to shut this person down. I bought the item on December 23. Tracking has it as item sent and that's all. Not in transit.  My sport card has been sold four times since December. They keep listing and selling it. This person needs some jail time. The card has a PSA number 63760607. It is on there and sold four times.

Buyers are protected by the eBay Money Back Guarantee. They can request a refund if an item doesn’t show up.

First, check if the latest estimated delivery date has passed.

Then you have maximum 30 days to report the item you didn't receive. Three business days later, you can ask eBay to step in, if it’s still not solved.

So, it's a two step procedure.
