I have not heard of Ebay offering this promotion, but lets check with some people that will know for sure. They won't be available until tomorrow.

Hey @mam98031! This email is more than likely someone pretending to be eBay so this would not be a real email. If you do get emails like this please send them over to spoof@ebay.com and we can take a deeper look into these.

@eyeon31 I hope you will forward this email you got to spoof@ebay.com . It is important to just FORWARD the email to Ebay so they have all the details of the email. They can track it much easier that way.
If you responded to the email, make sure you go and change your Ebay password immediately.
