SUSPECTED FRAUD BOGUS EMAIL FROM PAYPAL FOR EBAY PURCHASE

my mother does not have an eBay account. she received an email from serivce@ PayPal.com saying she owes a Luiz Texiera $326 and to call 855-656-3250 if she has questions.  no idea what could happen if she hits the view and pay invoice button. the email address it shows this email was sent to is not even my mother's.  Not sure why or how an email sent to ARIA@brandandabledomain.store ended up in her mail box at all.  When  googled,  ARIA@brandandabledomain.store shows a Las Vegas sexy clothing store....not moms style at all.

Nothing comes up when I googled the phone number alone (no connection to PayPal or eBay)

I tried help tabs looking for a way to report fraud on this website and it appears there is no way to do so.  If someone from eBay or pay pal can look into this I'd appreciate it.  I am deleting the emails and not going to view or pay anything from this scam

Scammers often send such messages blindly to multiple email addresses, hoping to get someone to call the number and provide financial details that the scammer can use.

Here is what PayPal recommends when receiving suspicious email:
