I tried to make a sale and my account was not used in a while so because I couldn't get paid before I shipped the item I issued a return, then ebay only partially refunded the buyers money and sent me, the seller, a $30.34 "payout"? Does anyone know whats going on with ebay, can't access feedback anymore and the contact ebay i get a phone call from country code (44)

But they just hang up?

Any advise on how to give back the $30.34?

Did you enroll in Managed Payments to begin with - is that where you're seeing the buyer's payment and the "payout"? 

How did you refund the buyer - from the Cancel order process?

The 44 country code is the UK, eBay reps are all located over the place, and the hang up is a common issue with call backs, sometimes these calls just don't connect or complete.

Try again to reach a rep to go over this, it doesn't make sense to me but they can look at that transaction in detail.
