If you filed a Returns Request for Item Not as Described/damaged, and the seller is located in China, the seller cannot issue a shipping label good in the USA. The seller has to send you enough money through Paypal to pay for the shipping back to China. If the seller does not, go back to the case and click Ask ebay to help you.

I did that and was offered $25 dollars through PayPal and the shipping company said $ 155 to 163 to send this item. And still haven’t gotten a response yet.
