Returned item was used and label removed

I agreed to accept a golf grip be returned after 5 weeks because the buyer said he needed a larger grip.  Nice stupid guy I know. Anyway, I received the grip today and the label was removed and the grip was used. When you go through the process of addressing the return by reporting a problem ebay site leads me to refund the buyer.   What good is reporting the issue of eBay just responses to refund the buyer?

Apparently an open Return not yet refunded takes precedence, I'm not sure.

Are you trying to "report" the buyer from the dropdown link next to the order?
