Is there a phone number to actually speak with someone at ebay? I refused a delivery from seller per there instructions to begin returned item processing. I have been over a month waiting for funds to be returned and cannot get an accurate response from ebay with optional automated topics available to explain situation.

You can try asking for help, but you were wrong to refuse the delivery.  You give up your money back guarantee protection when you do that.

If the seller told you to do that in an eBay message, maybe customer service will have you open a return and then they close it right away for you to get your refund.
