If you have received an item that is not as described, defective, damaged, not working, you are covered by Ebay's 30 day Money Back Guarantee regardless of the seller's "no returns" policy.

Go to your Purchase History, find the item, and under “More actions” click on “Return item” and select the reason for the return. The seller will have 3 days to accept the return and provide a prepaid return shipping label or refund without having you return the item. If they don't do either, you can return to the case on day 4 and ask Ebay to step in.
