eBay has responded to a dispute for a return by telling me to send the buyer a shipping label. But, eBay closed the return request from the seller and there is no way to create a shipping label from within eBay. The buyer needs to be send back the item to me, but there doesn't seem to be a way for me to provide him the shipping label so he can send it back. How do you process a return if eBay closed the return request?

You had a no returns policy on that item. If the buyer filed a Returns Request with the reason Not as Described, you should have accepted the return and provided a return label. It sounds to me that you refused to do so, so ebay refunded the buyer and closed the case. Once the case is closed, you cannot provide a return label via ebay.
If you want the item back, you will need to contact the buyer to see if he will return your item when you send a prepaid shipping label. You will need to get the buyer's email address. Find a source to buy/print the label and send it to the buyer as a JPG in an email message.
