Why do you think you have a "restriction" and WHAT is restricted? Did you receive a message from eBay or an error message when you tried to buy or sell something? What, exactly, does it say.
Be aware that the term "restriction" is used differently by different writers writing about the same thing. The Help Page on limits and restrictions uses it to refer to limitations due to policy violations and the like and promise that eBay will email you when you earn one. The error message that you run into when you simply run into a buying limit (which does not necessarily have anything to do with policy violation, though of course things that affect it could be policy violations) uses the term for your inability to make certain transactions or commitments when you have reached your individual limit (for which you don't get advanced warning in a message from eBay, just the error message when the purchase/bid/offer you are trying to make would put you over the limit). It's just a matter of two writers (who are hired more for skill in corporatespeak than clear communication) not reading each other's work on the same subject.
