Resolution center closed a case in my favor

I  purchase an item on eBay , the seller posted that he ships out of California , come to find out he ships out of China ... My item did not get here and eBay refunded me..but the seller still sends me emails and now he has gotten my personal cell number and called me... Can anyone tell me how did he get personal info????... The case is closed and this seller still sending me emails through eBay...what can I do?? Or who do I call from eBay ? Thank you..
