Report the scam on whichever site you originally found the listing.
eBay is not responsible for anything listed on another site, or emails sent by a third party.
Anyone can paste any logo into a mail message or a web page, or claim to represent a company they do not.

Gift cards should be treated like cash; once anyone knows the code, the money can be spent and there is no recourse after that has happened.
Scammers typically spend the money on gift cards as soon as possible to prevent the victim from having a change of mind or spending the money first, so it is unlikely that there is any way to get the money back once gift card numbers have been revealed to a scammer.
