First off, I am compelled to say it is ridiculous that we cannot access Ebay by phone!!!!!
I had an item returned to me as undeliverable and am trying to issue the refund. When I do so, I received the message: A post-transaction case exists on this order, seller refund can't be triggered.
Can anyone tell me what this means, please?

It means the buyer opened a claim - probably a not received claim. Check here - https://www.ebay.com/sh/resolutions
