If the tracking shows the item was shipped, but lost in transit and I refunded the buyer, can I get the postage refunded from the post offfice.

USPS will only refund the postage if you file a claim for the total loss of the package.
Was it insured?

It was not insured. It was less than $20. I'm sure it will be more hassle than it is worth.
