Refund for shipping cost error

I prepared a package for shipment and processed a label. Buyer was paying freight. I realized an error on the  weight. I thought I was modifying the current label (had not been printed yet). I believed the cost difference would be charged to me and deducted from my payout. Instead I find I was charged for both labels. I used the correct one. Am I in error to expect that eBay should refund me for the 1st label that was not used or printed? Not sure how to cancel label or request refund through eBay.

You have 5 days to void the unused label.  The refund takes about 3 weeks to receive.

1. Go to Manage shipping labels.
2. Find the item you'd like to void the shipping label for, then from the Actions column, select Void Label.
3. Choose your reason for voiding the label.
4. Select Send request.
