Refund for misrepresented item

I bought a laptop from Office Depot on Ebay. It was described as touchscreen but was not. They agreed to refund. They keep telling me that someone will be by to pick it up, but they never show. I offered to take it to my local OD. They said I couldn't do that. It's been 3 weeks and I don't want to run out of time for my refund. Not sure what to do ? I'm a bit worried about leaving the item on my porch for a pickup when I'm not home.
