I have tried multiple times over several days to go through the website, but always receive the same message, "Oops, we had a technical hiccup"
Can't get around this message for a simple refund for an item that was never shipped.
I have contacted the seller and they claim the item was not in stock and that is why they did not ship; no tracking number provided.
Seems to me like eBay help is almost non-existent in this area
Any ideas for a simple refund

When it's past the estimated delivery date shown in your Purchase History, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.

If you are attempting to start an "item not received" case using a browser and getting a "technical hiccup" error:
Try using the eBay app, if possible to start the "item not received" case -- I seem to be able to get farther along in the process using the app than when using a desktop browser. At least three users have indicated that they were able to successfully start an "item not received" case through the app when the browser link gave that error message.
