Refund a buyer for a item that shows delivered ?

Do I refund a buyer that says he didn't receive a item that shows delivered by tracking number ?

No.  Tracking shows delivered, you are protected.  Tell the buyer to ask neighbors if they received package or call post office and pursue lost package or ask carrier where he put the item.  It is up to buyer to track down item.
