A buyer purchased an item and paid for shipping. The item was clearly posted as local pickup only. I am trying to give him his money back. If I issue a refund, eBay charges me for the amount the buyer paid for shipping. If I try to cancel the transaction, I still get stuck for shipping. How do I give him his money back?

Did you buy a shipping label? If so, you need to cancel the label. The refund takes about 3 weeks.

Cancel the transaction as buyer requested or problem with address. You have to fund the refund, but then eBay will release the payment and reverse the fees.

I tried that and eBay is still trying to charge me the shipping fees.

What makes you think eBay is making you pay for the shipping? The only way you pay for shipping is to buy a label.
