Refund Going Wrong

I received an item that did not match the description. I contacted the seller and after several days he responded and offered a $50.00 refund. I accepted. This was on June 14. The refund has not arrived and eBay says that it will step in on the 18th if the seller has not responded. Nowhere can I ask eBay to step in. When I find the "have eBay step in" button, it takes me back to my purchase history where the item IS NOT. My item can only be found under the customer service tab or on my phone app. The eBay AI is not helping at all...keeps going in circles. Is there a way to get in touch with a human from eBay to get my refund?
