Received wrong item and seller marked no return

How do I talked to someone at eBay about this issue. The seller keeps putting me off saying the are talking to eBay which I know is a lie because I’ve tried for days to get a person and can’t

Received wrong item and seller marked no return

The seller's return policy only applies to "remorse" returns where the buyer has a change of mind.

 

For items that are "not as described", eBay's money back guarantee applies and if the seller will not provide a prepaid return label or otherwise pay for tracked return shipping or fails to refund within three days of receiving the return, the buyer can ask eBay to step in and force a refund.
