why does UPS not show as an option when printing shipping label

UPS labels are provided by Paypal Shipping.

USPS & FedEx labels are provided by eBay Shipping.

If your listing specified shipping via UPS, you would be routed to Paypal Shipping to purchase your label.  If UPS wasn't the listing's shipping method, you would remain with eBay Shipping.

If you are asking about the APC UPS, generic "economy shipping" was offered.

See if you can go to www.paypal.com/shipnow & create / purchase a UPS label manually.
