ebay didn't charge additl postage on combined items

I listed an item (mug) for sale with USPS Flat Rate Padded Envelope shipping--for 1 mug. Buyer purchased both mugs but ebay didn't charge anything extra for shipping the second mug! Both mugs won't fit in a Scotty Stuffer for the flat rate envelope. I used calculated shipping with a weight of 1-2 lbs. I haven't wanted to use regular Priority shipping on these types of items due to the increased cost for the buyers.

What do I do? This has happened to me before. I think ebay needs to pony up the difference and fix this glitch in combined shipping for items using flat rate envelopes (and boxes too, I would imagine). Help!

You have to set the rules in ebay for it to be charged automatically. If it hasn't charged, that means you did not set any rules. Priority Padded Flat Rate envelopes can take up to 70 pounds, which means your buyer can buy 70 1lb mugs from you and still pay only $15 to ship them all. ebay is not responsible for your mistakes.
