What Can I do to Get this Refund, Seller Promised a full Refund if I close the Case, The item was sent back and Received on Dec. 24 Contacted Sell on Dec 30 with no replay. Can I reopen the Case Or report this Seller

This is a very common scam by some sellers.
Never EVER close a case before you receive your refund.
There is no way to reopen the case, file the case or report the seller.
You can try to leave them appropriate feedback if you haven't already done so.
