Payments processing rate

Is the payments processing fee refunded if an item is returned and purchase price is refunded?

Hi @nnn189 

I understand that PayPal was going to stop returning the monies they collect in fees when the buyer is refunded.  I'm not sure when they would start doing that.  It may have been Oct. 1st.
