I sold a pair of flip flops with "free shipping" for $19.98. Listing said "No Returns"
Buyer has filed for a return saying they don't fit.
My questions:
Am I obligated to even reply or take any action since the listing said "no returns" ?
If I do issue the return, can it be a partial refund to cover the cost of shipping the item to the buyer in the first place?
Who pays the return shipping?

Fit issues are considered buyer's remorse so if you don't accept returns you aren't required to accept this return.
You do need to respond to the return request. If you don't eBay may force a refund.
You always need to respond to any request or case filed.
