Is the Final Value fee only if you sold an item or will i get charged when i relist and dont sell?

The FVF is charged only when the item sells.

 

If you relist, and still have free insertions available, the relist will use one of those.  If all of your free insertions are used up, then you will be charged 35¢ for the relist.
