I've never received this message before. Auto decline amount, when listing a single Hot Wheels item.

The items you've listed have eBay's *Or Best Offer* feature... auto-decline is a function of this feature.
As the seller, you can set these listings to automatically decline Best Offers below the minimum amount you're willing to accept for the items. This helps sellers cull buyers who give super low-ball offers.
